Call the city or borough's offices. Ask them and work from there.

Pick up the phone and call the city/county health department and ask how to file a complaint, I'm sure they will let you do it by phone.

Use the yellow pages and look for health or food inspections and if no luck there, call the city and they can direct you to the appropriate contact.
